Upgrading for 26 HDB precincts with higher proportion of seniors to support active ageing

SINGAPORE: Some precincts in public housing estates with a higher density of seniors will undergo upgrading under a new programme to support active ageing.
Called the Silver Upgrading Programme, it will begin with four precincts in Chong Boon in the second quarter of next year, with improvements expected to be completed in the second half of 2026.
The programme will then expand to another 22 areas in Ang Mo Kio, Bukit Merah, Queenstown and Toa Payoh over the next five years, with all works estimated for completion by 2029, said the Housing and Development Board in a news release on Sunday (Aug 25).
Examples of possible enhancements include facilities such as therapeutic gardens, fitness trails, rest areas along pathways, dementia-friendly elements and playgrounds that combine play areas for children and fitness equipment for adults and seniors
“Such senior-friendly enhancements will be included in future projects under the Neighbourhood Renewal Programme (NRP),” said HDB.
“However, as some older precincts that had undergone upgrading in the past do not qualify for NRP, the new Silver Upgrading Programme will target such older precincts to ensure that they can also enjoy these senior-friendly enhancements.”
The NRP was introduced in 2007, focusing on improvements at the block and precinct level, for blocks built up to 1999.
HDB added that precincts with a higher proportion of soon-to-be seniors (aged 55 years old and above) and seniors (aged 65 years old and above) are given priority.
Enhancements under the programme, which is fully funded by the government, will be tailored for each precinct.
HDB said it is collaborating with a design consultant on the design and scope of works to be carried out, and apply what they learn from the first four precincts in subsequent projects.
It will also work with the relevant partners to engage residents to better understand their needs and find out the enhancements they hope to see.
“HDB is committed to enhancing the liveability of our homes and neighbourhoods, and create an environment where seniors can live and age-in-place independently within their communities,” said HDB.
